Institutional factors affecting sanitation implementation
This report is to present findings, lessons learned and recommendations of the formative research on Institutional Factors Affecting Sanitation Implementation of the CHOBA 1.
The findings of the research highlight the most important actors in the project implementation being Commune Project Management Unit, Commune Womnen’s Union, volunteers and village WU leaders, District Steering Board and District WU. The research also found that key driving factors for good project performance at commune level include provision of preferential loans, introduction and promotion of low-cost latrine technologies. However, the project left out some other factors including compliance with technical requirements and targeting beneficiary groups.
